Corruption and Consequences

The local newspaper Vijaya Karnataka dated 28th June,2014 in the Namma Mahanagara suppliment highlighted the issue of corruption in our city.The problem of corruption has become so rampant that even those who were part of sustaining the process have become frustrated.It seems the municipal corporation has called for tenders for the past five  months.The tender amount being Rs.5 Crore for the repairs of 18 road works.Five to eight times the tender was called again and again but no response from any civil contractors.The problem being rampant corruption from officials and elected representatives.The news paper also reports that 25% of the commission goes to the government officials and 10% to the local elected representatives.So almost 35% of the contract amount is to be paid in advance to them before even being sanctioned.Hence all the civil contractors have abstained for participaing in the tender process.
The amount sanctioned by the previous regime has also not materialized yet.There has been a balance of payment of all the previous work done by the contractors.
With so much corruption that is hampering development work I wonder who is to be blamed.When elections came we heard all the hue and cry about corruption.Protest march and sloganeering.It was nice to see college kids wearing T-Shirts with India Against Corruption written over them.I remember lots of facebook invites and groups speaking about corruption.
The problem of corruption would have to be addressed from grass roots.If so,we mostly wait for the voice to rise from metropolitan cities and then we follow them in smaller cities.Or even many places it seems like we wait for the TV cameras come before the agitation starts! Corruption is not just a middle class concern.It affects everyone. I was also wondering about the founder member of Kisan Movement in Karnataka and Karnataka Rajya Raitha Sangha Mr.Hemant Kumar who contested on behalf of Aaam Admi Party,does such issues matter to them ?.We have not seen much of this party here in Hubli but what about the MLAs and MPs whom we are sending to the parliament and Vidhana Sabha.Can they do something ? Apart from this rhetoric I think we need to answer a deeper question.Why there is corruption in the first place ?
The most important need today is to address the corruption in our hearts.The need to get rid of greed,materialism,selfishness and thirst for justice and righteousness is increasing day by day.

It was funny to find a tired police man sleeping in the train.The fact that he was on duty is evident from the uniform that he is wearing.However even as I sympathise with their poor salary and over loaded work ,I wonder what it means for him to be on duty.

A Hurdle for Growth and Progress

The Commissioner of Hubli Dharwad Mr.Manivannan being transfered to Karwar is back in the news again.With the reports that Mr.Jagadish Shettar has spoken to the Cheif Minister to retain Mr.Manivannan in the twin cities is both good and bad.
We are proud of Mr.Manivannans contribution for the betterment of our city.But we cannot become a burden to his career and promotion.Because we love and respect him and his contribution we need to let him go because we cannot be selfish to hold him in our city only.Our state needs development.A well developed state can be a economic booster in itself.

BLACK BUCKS KILLED IN THE ZOO


HUNTER DOGS KILL BLACK BUCKS IN THE ZOO
The only zoo of north karnataka Binkadkatti ,around 50kms from Hubli was attacked by the hunter dogs from the forest.
Tuesday,17th,April,07 was a holiday and there were only two worers were in the zoo when this incident occured.The staff were able to chase and beat the hunter dogs to death by then two male and 9 female black bucks were already killed.The same animals for which Salman Khan and Tiger Pataudi are facing charges.
The reason quoted is the low height of the fencing wall of the zoo.These dogs may have tasted blood of black bucks in the forest.Inside the zoo the walls surrounding the enclosure are also short.
SInce the past 15 years this place is in the news for all the wrong reasons.It is brought under the Mysore Zoo administrative jurisdiction.
I wonder what our elected representatives do to protect our wildlife.
The staff and officials cannot complain about the lack of funds to maintainance of the zoo and about the zoo income .There is an officer,one staff,one gaurd and eight watchmen working in three shifts
I remember how pathetic the maintainence is in the zoo.It is quite well spread out with 50 acre land.It has wild bear,peacocks,parrots of different colours and variety,crocodiles.But it lacks basic amenities not only to the visitors but also to the animals.Cages are outdated in keeping wild animals yet we find the leopards being kept in cages that defy respect to these beautiful creatures of God
The endangered animals atleast must be given a greater protection inside the zoo.
Last year a leopard had escaped from the zoo and had appeared in a bathroom of a school in Hubli.Later it was shot dead in Shagoti near Gadag.
Earlier criminals had attacked the zoo for huge amount of Sandal Wood stored in this place.They had killed the gaurds and looted the sandal wood.
These cases are as usual registered as police case in the Gadag rural police station and not even one case is resolved.criminals are not identified,the causes are not identified.
A staff of the zoo committed suicide inside the zoo.The reasons were not identified.The affected family was not compensated.
Sometime later dogs and cats enetered the Big bird enclosure and killed many exotic and endangered birds including our national bird ,peacock.The zoo authorities have no clue as to how did this happen or who is responsible for this.
I also wonder if the schools in Hubli Dharwad,Belgaum,Bijapur or Bellary know about the existence of the zoo.The lack of facilities or infrastructure maybe something strange because there was a zoo once in the Indira Glass house,Hubli.That was closed and a open well for Ganesh Visargene is built up but predominantly that place is for defecation by the people living in Girni Chawl.The zoo in Dharwad,near K C park also closed,there is no traces of it and no whereabouts of thse things.
